I’m here to reveal the answer (partial only). The photo was taken at Punggol HDB estate. The playground is near to a Resident Committee (RC) at a multi storey car park (MSCP).
However, I can’t provide any more details on the exact location. The Punggol area is brink with new HDB flats and RCs. I am very confused with which one I went. Even google map can’t help.
If anyone know the exact location, please leave a reply. I would be so happy to know where is it as I had been googling the place in futile.
